Background: Penny hails from the Pecos Empire, where the restrictions on who is allowed to read and what are somewhat relaxed compared to the Coalition; however, opportunities for education are not quite as robust. She mostly educated herself via whatever books she could scrounge up (being a book-learner, she has a tendency to occasionally mispronounce words) and did well by herself, using her natural proclivity with languages to educate herself with books others thought valueless since they were in foreign languages.

In that warlord-torn land, however, the value of a scholar is not readily apparent, and Penny was soon “strongly encouraged” by her extended family to be volunteered for a recon and raiding group. Her ill fortune landed her in with the worst of the worst, a band of cutthroats who turned out to be guilty of crimes that even the chief warlords would pause at. She picked up enough about the wilderness to survive, and learned to manage her fear very well, and one day she took the keys to an ATV and set off.

Not long after that, the first of Penny’s reportings began to circulate in the Empire, and her meticulously documented accounts of the crimes of the group forced even the Empire’s leaders to put out bounties for their arrest. But Penny was long gone, travelling all over North America and learning everything there was to know, writing in her spare moments. Her favorite books were always Erin Tarn’s, and she’d found her calling - the long-lost art of being a reporter.

She found herself intrigued by the Tomorrow Legion, setting out to meet them with two goals in mind. First, to see if they were on the level, and second, to ensure that the truth about them got out no matter what. If the Legion was just another band of opportunists, everyone deserved to know; if they really were the heroes stepping up to protect the marginalized that they claimed to be, everyone deserved to know even more.

She needs to bump Spirit at chargen so she can take Charisma. Easiest fix is to take a skill point from another skill and buy Taunt at d4. Then use her last advance to bump both skills back up.
