I think actual gameplay should start on the Quarter, to be clear. Recruitment would be the month before Quarter's end, and could include players who have a 'lock' on getting enough EP with the end-of-Quarter reward. Either that, or we go to a more hardcore 'you have to have the EP at the time the slot is held for you' system, but as someone who has benefited (twice!) from the more lax approach of pre-registering based on expected EP tallies, I'd be a bit hypocritical to suggest it now.
That said, I’m now scrambling for EP so I can try and play Deadlands whenever it starts up, so I can see both sides. I’d prefer it if we had most games on the quarter system with a couple interspersed (insofar as there are GMs willing to start new campaigns).

I as a GM want to start a new game ... today ... (be it Rifts or not) and am ready to start. Oh...I have to wait two months to start a game, till Jan 1st of 2018?!

When a GM is ready (and their game approved) they should be able to start. If the Party is small at first, so be it. It'll grow.

Don't make it messy and loan people EP (from account to account), just let people borrow from their future EP for up to 1 Character Slot in advance. No really, you make a commitment, and take a loan out for next character slot, you can then play in that new game, however you can not spend EP on other stuff like Auto Aces etc until you pay off the Bank of EP!! Don't make me send Ninja Shark Assassins after you!

I would be 100% in favor of this. IZ is Shadowrun Intensive on story and gear, but is limited to hard science fiction in terms of outlandishness. They have designer mutants, cyborg is a race, and hacking rules that are insanely baked into the concept of the world on a level that is kinda insane.
I've often said if I wanted to run a Golden Age Pre-Rfts game, IZ would be the vehicle to do so. Actually Pre-Savage Rifts I ran a CS ISS Game on RPOL using it. I could personally care less about the story of the world itself, but I'd be interested to see what Sgt86Delta can put together too.

I would run IZ more Cyberpunk and less Shadowrun. I always saw RIFTS as the way Shadowrun should have been, integrating science and magic.

Hmmm... Interesting. I haven't read a lot of cyberpunk. I own the 5e Shadowrun game, but have never played Shadowrun. I did enjoy the Gamers 4 movie, though.

The setting did seem pretty cool. I built a dwarven adept for practice. I can't say one way or the other on the rules, since I haven't played the other editions.
