Casual power use

Thought and ideas? Based on Shaintar and general chat in hangout of Vampire game

Cantrips
Range: Smarts
Power Points: 0
Duration: 3 (0/turn)
You can do cool stuff outside of combat. No worries. These effects have no real combat effect, but they look cool and represent trivial uses of your powers.
This power is free to all characters with an AB skill of d8

OOC Comments
If a rules precedence is needed then here is a stretch of logic.

Arcane skills are skills and per SWD page 23, casual crap just happens.
  • 2D6 EFFECT
    2 Catastrophe: Something goes terribly wrong. The GM must decide what, but some ideas are a new and permanent Minor Hindrance, the inability to use powers for several days, or an explosion of some sort. The backlash should be thematic if possible. If the hero tampers with dark forces for his abilities, for example, he might become corrupted or summon something sinister into the world. If he’s a weird scientist the device might explode for 3d6 damage in a Medium Blast Template, or he might develop a Quirk, Phobia, or other “madness.”

    3 Backfire: The power succeeds as with a raise but affects a different target with the worst possible results. A bolt hits a random friend, boost Trait increases an enemy’s skill or attribute, etc. If there’s no likely target, he’s Stunned instead. If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

    9–10 Overload: The character’s synapses crackle and overload with power. He takes 2d6 damage plus the cost of the power in Power Points, including any Power Modifiers the player declared.

    11 Fatigue: The character suffers Fatigue.

    12 Overcharge: The power draws ambient energy from the air, automatically succeeding against the target with a raise and costing the caster no Power Points!

Cool concept, but most GMs allow this anyway. Would any not allow it?

Allowing it is one thing, having it be an official rule is another.

Some folks, like myself, wouldn't have even bothered asking if I CAN do this, because my assumption going in is that if there's not a power that specifically says it can be done, I pretty much assume it can't be.

I have always allowed it. But conversation in Vampires makes me think some players do not know you can just use cinematic descriptions. So it is good to get the word out.

Do they? It's not strictly by the book and it can be hard to even know what you can bother to ask for with a GM when it outside the scope of RAW.

I'd probably classify it as an edge. Something like Energy Control but more flexible and informal. I have an thought on what it would look like. I'll see if I can flesh it out and posted at lunch.

I would not want it as an edge. An edge would be for something that gives an advantage. I would consider this as fitting into the bound of casual skill use, just like described in the book. But by iterating a guidelines it give the players knowledge that they can take some creative liberties as long as there is combat related mechanical benefit. Then they can use Elemental Manipulation or some other full spell.

Just a setting rule then? Would cantrip be a power that would have to be taken or just something that everyone knows?

Just something everyone with d6 skill gets as a setting rule for GM's who adopt it.

PS: I am officially adopting it for the 99. (No need to for Shaintar as it already is a setting rule in Shaintar)

Spend an edge gaining fluffy effects for known spells, or spend an edge getting an entirely new power? Meh. I consider myself more of a role-player than a power-gamer (barely) but even my RP tendencies wouldn't let me burn a precious advance on something like this.

Maybe skill of d6, but as I am the one who proposed the d8 i can go either way.

If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

I like the setting rule :) Something I've done a bit of with my characters, and it's kind of similar to how quick combat works, too.

I suggest we put this one to a vote. It would be nice to employ for my assorted arcane characters. Since it's specifically fluff, cosmetic effects with no real gameplay impact, I'd assume it passes with minimal gripes.
