The gang is mainly comprised of murderers and cutthroats who prey on vulnerable travelers.
Distributes 'frontier justice' for profit, often for fabricated crimes.
May target mercenaries and adventurers.

Free Quebec

Former member of The Coalition States
The only place that can still produce Glitter Boy power armor.
The coalition wishes to repair relations but Free Quebec remains 'cool' and politically remains at arm's length.
Free Quebec is more concerned with increasing Splugorth activities to the East.

The Free State of Lazlo
(GMH P. 14, Palladium RUE P. 21-22, Canada, Xiticix Invasion, Seige on Tolkein/Aftermath, Merc Ops)
Located in what was once Toronto.
'Devoted to peace and learning' (GMH P. 14)
A capital of Techno Wizardry.
Plato, a Great Horned Dragon, is the head of the Council of Learning.
Thomm, a Cyber-Knight, is the head of the Congress of the Electorate.
While Plato is considered to be the leader of Lazlo, the Council and Congress serve as a check and balance system of government.
Lazlo's people are heroic and have helped absorb refugees from the siege on Tolkein.
Donations from Lazlo helped build The Tomorrow Legion.
Over two million inhabitants, with more than three hundred thousand additional inhabitants in outlying communities.
The city contains many schools, libraries, and museums.
There is a university of learning and a university of magic.

Northern Gun
(GMH P. 14, Palladium RUE P. 29-31, WB 33 Northern Gun)
Both a company and the colloquial name for an area that comprises Northern Gun, Ishpeming, and the Manistique Imperium.
Named after the manufacturer 'Northern Gun', which is owned by Ishpeming.
"A powerful technologically advanced corporation that designs and produces weapons, vehicles, power armor, and robots."(GMH P. 14)
Fairly progressive, D-Bees may be treated as second class citizens.
Nominally allied to the Coalition for business purposes.
Also home to Wellington Industries (owned by the Manistique Impreium) and Titan Robotics.
There is very little magic here and the area was spared the worst of the dark ages.
Only two ley lines run parallel along the southern coast of Lake Superior. There are no nexus points.
Neither Northern Gun nor Wellington Industries officially trade with enemies of the Coalition, though many of the coalition's enemies purchase through the Black Market.
Many suspect that the corporations are allowed to unofficially sell to the Coalition's enemies because they provide the Coalition with data on who is buying what, thus the coalition can better prepare counter-strategies.

Ishpeming
(RUE P. 30, WB 33 Northern Gun)
Located in and around the real world city of Ishpeming.
Owns Northern Gun.
Surrounded by a hundred small human communities.
Population of over half a million.
Blue collar population.
High Literacy rate (88%).
Many skilled tradespeople of all sorts.
Magic is viewed with skepticism, though not outlawed. It is not openly practiced.
TW items are outlawed for business reasons.
Allied with the Black Market, Kingsdale, Merctown, and Whykin.
Friendly but guarded with business competitor Manistique.

The Manistique Impreium
(RUE P. 30, WB 33 Northern Gun)
Ishpeming's neighbor and chief rival.
Owns Wellington industries.
Located along the northern coast of Lake Michigan, south of Ishpaming. Includes the city of Escanoba.
Population in Escanoba is about 260,000 with about 54% literacy.
The population of Manistique City is about 380,000 with 72% literacy.
Home to trade schools, libraries, and a university of mechanical engineering in Manistique.
Surrounding communities comprise about 100,000 people.
The communities include wild psi-stalkers, woodsmen, farmers, hunters, and fishermen.


The Pecos Empire
(GMH P. 14-15, Palladium RUE P. 23, WB 13 P. 126-174, Rifts: Aftermath)
East of the Pecos River, 90 miles (144 km) south of Odessa.
Sabre Lasar is respected by most citizens and jokingly proclaims himself 'Emperor'. (WB 13 P. 148)
Not a true empire, consists of many gangs, clans, fiefdoms, towns, and Kingdoms.
Citizens of The Pecos Empire hate the Coalition, but are too caught up in their own squabbles and feuds to unite.

Ten major Pecos Empire NPCs are detailed in WB 13 P. 138-152.

The Republicans
(GMH P. 15, Revised Sourcebook 1)
Descendants of N.E.M.A. (the Northern Eagle Military Alliance).
N.E.M.A. created the Glitter Boys.
Republicans are nearly fanatical about rebuilding America and fighting for humankind.
Operate in secret.
Often said to be the force behind major events in North America.
Have agents high up in many governments.
Have access to the best Golden Age tech.
Know A.R.C.H.I.E.-3's secrets and despise him.
Often Battle A.R.C.H.I.E.-3 for golden age tech.

The Splugorth
(GMH P. 15-16, Palladium RUE, SB. 01, WB. 02, WB. 06, WB. 07, WB. 21)
Powerful alien intelligences known to have conquered galaxies.
On earth Splynncryth is the leader of the Splugorth and controls Atlantis.
The Splugorth are renowned slavers.
Splugorth slavers have been seen along the Mississippi.
There is a colony known as 'Little Atlantis' in Southern Newfoundland.
It is suspected that they have a colony in Mexico as well.
Splynncryth's primary business competitor is Klynncryth who operates Center on Phase World.

Splynncryth

Has conquered three worlds.
Forged an alliance between the Splugorth and the Atlantian Sunaj tribe.
Forged an alliance with the Kittani.
Acts as a personal liaison for the Sunaj.
An ambitious businessman aspiring to build an empire.
Enjoys building Atlantis, trading slave stock, developing magic, and striking bargains across the multiverse.
Finds the conflict in Europe to be entertaining and has discreetly assisted the gargoyles.
If the gargoyles gain too much of an upper hand he may help the humans for no reason other than to perpetuate the conflict.

Humans who left earth to live in the spirit world hundreds of years ago.
Returned after the coming of the rifts.

Psi-Stalkers

Hairless post-human mutants.
Have an innate sense for psychic and magical energy.
Feed on magical energy, not solid food.
Have psionic empathy with animals.
Usually located in the Northwest and Canada, some tribes can be found between Texas and Michigan. (Map WB. 20 P.21)

Simvan Monster Riders

Red skinned lizard men.
Warm blooded.
Nomads who tame large monsters.
Have an empathic bond with animals.

Yeah, that's pretty much how I asked him to organize it if he wanted to help. One step at a time since it's a WIP. I figured pages 11-17 would have a summary of the most important characters in the immediate area.

I'm not worried. There's no rush and practically speaking it will be an ongoing thing. I've already got a chunk of it done with the canon Castle Refuge characters. When I get free time at work I'll come back and do some more with the places outlined above as well. After that it'll be up to the GMs to update any of their original characters.

Please keep it point form, not just entire paragraphs from the book. Add quotes when appropriate, but try not to plagarise. This is supposed to be a brief overview to give GMs relevant details at a glance, and provide page references for further information.

Also added sections for the Coalition States and the Federation of Magic.

Added information for The Black Market, Free Quebec, The Free State of Lazlo, and the Northern Gun area. Not many NPCs but details about the places chiefly from the GMH and RUE.

Added sub sections for Plato and Thomm if there is more relevant information to be found elsewhere.

Started on the Splugorth, basic notes about the race, some of their territories, and some political affiliations. Noted two Splugorth wild cards and a Sunaj leader.
