Sounds like a good edge,
Given how many d-bees have charisma penalties (which go up with the CS) it might not make a good general edge but an iconic edge for mind melters might be very cool.

I like the armor, and the modified price is amazing. Really sucks player credits.
Rather than call it T-10 Cyclops armor can we keep all the features but call it something else? Maybe a cool armor from the Northern Gun or Black Market Books?

So debate about comparisons aside, I think the approach is best to add flavour/uniqueness not necessarily power.
Perhaps we can come up with some iconic edges and trappings for mind melters?
