Site Wide Evil NPC Contest

Some people like writing stories. Some prefer the numbers/stats of character creation. Gaming is math!!

Write a small blurb on who your Evil Villain is, why they hate or are indifferent to the Legion and stat them out.

I’m looking for a Savage Rifts Bad Guy.

I’d like to use this bad guy in my game. To use him or her as a main character in causing trouble.

El Tigre- Black Market Enforcer

As a young boy the man who would grow up to be El Tigre dreamed of being a famous luchador. As a distraction from the general miserable state of the world, his mother would take him to the matches and he became obsessed. He dedicated his time to becoming stronger and practicing various athletic feats so that when he became a man, he could join his heroes. All his hard work and perseverance paid off. When he became old enough he joined an amateur circuit, working his way up toward being a pro. He did well as he focused intensely on his dream and within a few years he was in a match that would crown him Champion, which would allow him to join the ranks of the professionals. Heavily favored, he was approached by a member of the Black Market who tried to bribe him to take a dive. El Tigre refused and ended up winning the match. As one might suspect, the Black Market was not happy about this so they made El Tigre an offer. He could work for them, or he could join the ranks of those who crossed the Black Market, collective referred to as "The Vanished". Seeing as their reach was considerable and they directly threatened his family, El Tigre had no choice but to join. After a couple of years as a low level thug he was forced to get the Titan Juicer treatment. The treatment did something to him mentally and he started to find himself enjoying the work a little to much. Simple arm breakings would become catastrophic injuries, what was supposed to be a threat would end up with someone missing all of their teeth. Eventually in a fit of rage El Tigre threw his direct supervisor into a wall breaking his spine, killing him instantly. Not wanting to let such an effective tool go to waste, he was promoted and is now loaned out to various factions in the Black Market for threats against supernatural clients, or when just sheer violence is the tool to solve the job.

Internal Repair System: The bio-comp system managing the drugs and chemicals within the Juicer’s body also works overtime to ensure his continued health and good repair. The Juicer gains Slow Regeneration (a natural healing roll once per day). There’s a continuously replenishing supply of nanites and chemical concoctions available for “emergency repairs.” As an action, the Juicer can make a natural healing roll at +2 to heal Wounds; this costs one charge. The system holds a maximum of three charges and requires eight hours to recover one charge.
Super Endurance: Juicers begin with +2 Vigor die types; increase the Vigor Trait maximum an equal amount. They require only half the normal amount of sleep and gain +2 on all Fatigue checks.
Super Reflexes: Juicers begin with +2 Agility die types; increase the Agility Trait maximum an equal amount. They also begin with the Quick Edge.
Super Speed: Juicers cover enormous ground quickly, they double their base Pace and move twice the normal distance, horizontally and vertically, when Jumping. Juicers also have the Fleet-Footed Edge (meaning they have Pace of 14 with a d8 running die).
Super Strength: Juicers begin with +2 Strength die types, with no Trait maximum. They also begin with the Brawny Edge.
Uncanny Reflexes: Juicer reflexes are superhuman, granting them −2 to be hit by any attack they are aware of and +2 on Evasion rolls.
Cybernetics: Although it is possible to add cybernetics to the Juicer’s already hacked biology, there is a severe drawback: each point of Strain removes a point of Burn!
Death Wish: The Juicer knows he’s going to die, and he wants to go out magnificently, having done something folks remember and are inspired by. He has the Death Wish (Minor) Hindrance.
Drug-induced Euphoria/Tranquility: In order to keep the Juicer from burning out over a matter of days, the bio-comp constantly supplies a combination of psychotropic drugs and chemical inhibitors to keep him happy and calm. Juicers live in a state somewhere between mildly ecstatic and stoned, which causes −1 to all Smarts or Smarts- linked skill rolls in non-combat or low stress situations. On the first round of an unexpected combat or high-stress situation, the Juicer doesn’t gain the benefits of Uncanny Reflexes or Quick.
Psionics and Magic: The chemical cocktail inside the Juicer makes it impossible for him to use magic or psionics in any way.

I do not think this is original enough to count as an entry. But here is a villain I used in two games already and think they work great for enemies players can hate. One PC group actually beat them down like rag dolls forcing a retreat.
Seeing others use them could be cool


The Red Bastards
Known Affiliation - They claimed to be mercenaries, but Julian's man was able to divine with some trouble they are actually a CS Tactical anti magic hit squad.
This group of CS hunter was masquerading in town acting like normal mercenaries. However Julian got wind they kept asking about a group of legion guys who acquired a Mark V recently and he had some guys snoop around. While Julian lost one man in the effort he was able to find out that the group is a specialized group of psi hunters specialized in anti arcane. The only one of their number who showed no sign of psionics when survival was the leader a man going by Nash. Judging by passive scanning it looks like Nash is heavily modified with cybernetics.
They were trying to be subtle, but at best it looks like a team of 10 men including 8 master psionics are after you. The most prominent members were a couple of guys who went simply by the numbers 12 and 13. Psi-Stalker both used powerful anti arcane auras frequently in Wheaton even when the only gain was to cause others problems. They appear to have a penchant for torture.



Nash
Is a horrifying contradiction Nash can be a generous and forgiving man when dealing with humans, especially human children. But when it comes to dealing with dbees, and people who associate with them he can be the most ruthless and cold-blooded killer around. Able to feign with perfect believability love, concern and even care about those he interacts with. But when the time comes he has no remorse whatsoever about torturing, killing or maiming the people he only moments before pretended to sympathize with.

Nash directly report to General Apollo Lucitonis Head of the Military's Department of Special Divisions (DSD), a Two-Bar General; Chi-Town. His report structure lets him not give a crap about anyone else's priorities or feelings, so he can simply get the mission done when needed.
  • 2D6 EFFECT
    2 Catastrophe: Something goes terribly wrong. The GM must decide what, but some ideas are a new and permanent Minor Hindrance, the inability to use powers for several days, or an explosion of some sort. The backlash should be thematic if possible. If the hero tampers with dark forces for his abilities, for example, he might become corrupted or summon something sinister into the world. If he’s a weird scientist the device might explode for 3d6 damage in a Medium Blast Template, or he might develop a Quirk, Phobia, or other “madness.”

    3 Backfire: The power succeeds as with a raise but affects a different target with the worst possible results. A bolt hits a random friend, boost Trait increases an enemy’s skill or attribute, etc. If there’s no likely target, he’s Stunned instead. If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

    9–10 Overload: The character’s synapses crackle and overload with power. He takes 2d6 damage plus the cost of the power in Power Points, including any Power Modifiers the player declared.

    11 Fatigue: The character suffers Fatigue.

    12 Overcharge: The power draws ambient energy from the air, automatically succeeding against the target with a raise and costing the caster no Power Points!

Another one worth sharing.


Rebuke
Known Affiliation - Mercenary Sorcerer frequently works with the True Federation
A talented Shifter, believed to be either human or dee B of human like nature. His appearance was completely human however he had access to a large amount of off world and arcane devices. He is known to be highly efficient and has a high degree of talent with necromancy and demon summoning. The most pressing thing about him is that he is insanely level headed and unphased by things that could normally rattle a foe. We are sending a line walker to help with counter magic efforts and detection.
Very little of practical use in included in the dossier except that they have evidence of him using a wide variety of tactics, refuses to ever stay and fight head to head, and frequently will send in demons or infiltrators to weaken his targets before going in himself.

Stats: Use Shifter from Savage Foes of North America, add Level Headed (Imp), and the One With Magic edges from Federation of Magic. May use Puppet without paying power points.
Special Rule: Fanatics: Rebuke is the biggest bad guy for this line and gains the benefits of the Fanatics setting rule. [/list]

The GM must decide what, but some ideas are a new and permanent Minor Hindrance, the inability to use powers for several days, or an explosion of some sort. The backlash should be thematic if possible. If the hero tampers with dark forces for his abilities, for example, he might become corrupted or summon something sinister into the world. If he’s a weird scientist the device might explode for 3d6 damage in a Medium Blast Template, or he might develop a Quirk, Phobia, or other “madness.”

    3 Backfire: The power succeeds as with a raise but affects a different target with the worst possible results. A bolt hits a random friend, boost Trait increases an enemy’s skill or attribute, etc. If there’s no likely target, he’s Stunned instead. If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

    9–10 Overload: The character’s synapses crackle and overload with power. He takes 2d6 damage plus the cost of the power in Power Points, including any Power Modifiers the player declared.

    11 Fatigue: The character suffers Fatigue.

    12 Overcharge: The power draws ambient energy from the air, automatically succeeding against the target with a raise and costing the caster no Power Points!
