Living shackle(Biowizard Enchanted item): A bio organic shackle with two little arms and a bio organic torso that wraps arround its victim. The owner can slap it on its victim with a fighting attack or even set it nearby and it will entangle its victim via voice command.
Basic Item: Mancatcher from slip stream: 40,000k
Minor Trapping: Biowizard design +5k
Major Trapping: Lower Trait str based off the fighting roll+100k
Major Trapping: Entangle, the living shackle will activate per the entangle power via a voice command. +20k
Total Cost is 165k!
Basic Item: Mancatcher from slip stream: 40,000k
- Fighting roll means that the target has been shackled around his waist but his arms remain free. With a Raise the arms are pinned as well. Because the opponent is held by a lving shackle that wraps the legs, he is incapable of movement. Pinned victims may attempt to break free. The victim must succeed in an opposed Strength roll if pinned around the waist. Escaping when the arms are pinned is much harder; the victim's Strength roll suffers a –4 penalty. The man catcher has a d12+4 Strength for resisting escape attempts.

Not really... more like you can use a fighting attack and wrap them up while also making it really hard to escape. The other thing would be more of a surprise. Like you set it under a coat near the front door. Bad guy comes in to shoot up the place you activate the entangle using voice command potentially wrapping them up.
