As I said in Discord, I think MDC is outside the bounds of Upgrades, at least as a permanent effect.
As noted, getting it temporarily would normally require 2 Upgrades--one for the Protection Power, and then another for the Greater Modifier. And then it would be only good for a few rounds, require a roll, and cost PPE.
At best, I think I'd require the wearer to spend 2 PPE/ISP for 5 rounds of the armor being MDC. Essentially, this treats the base Armor as an always-on Protection Power, and then allows you to temporarily use the Greater Modifier to make it MDC briefly.

Couple points of clarification:
1: Are the two Major "+1 to Vigor" meant to be "+1 Die-type to Vigor", or just a straight "+1 to Vigor rolls" (the former increases Toughness, the latter makes Soaking easier)?
2: In either case, assuming the Vigor roll you are most worried about is Soaking, Iron Jaw Edge could be substituted for one of them, giving you way more bang for the buck.

That said, I'd at least encourage you to consider swapping one of them with Iron Jaw (mechanically, +1 to a roll and +1 DT are pretty close to equivalent; +2 to your Soak roll beats +1 DT to Vigor hands-down, especially on a Dragon who is going to have the ability to shrug off most other Vigor rolls, anyway.
