Setting Rules
  • Game Style: Sandbox/Coalition States members or contract "Mercenaries". ☨

  • Campaign Power Level: Heroes of Humanity, start as Novice Characters (Seasoned obviously if M.A.R.S.) with bonus +1 Advance on top of the PbP Advance at creation and the extra HJ roll.

  • Gear note: Purchase non CS gear in character creation. ✪

☨ I won’t flat out forbid magic users. (Edit we have a Shifter now so won't need another Shifter or probably any more Mages) But not having one could lead to fun finding ways to travel across dimensions without one. I’ve a NPC Shifter I can use when needed. Non CS Characters, Spellcasters and D-Bee’s are possible to play in the game. Although I’m looking for mostly CS Characters that are part of a Disavowed team of operatives going on missions across the globe and beyond. Psychic Characters are easy to mix into the CS. D-Bee’s might be hired/contracted into the team but might find it a challenge working inside CS cities or territories. Maybe you are a CS mutant animal. Dog. Cat. Bear. Whatever. Magic uses the same challenge would exist. I’m open to a diverse group but if non human or magic appeals to you chat me up first. Thank you. Vanguard mages are pro CS and manage to carefully make their way around the CS. Read more on Vanguard below.

✪ As far as Coalition gear, everyone who is CS will be issued CS gear. Including weapons, Dead Boy Armor etc when they need it. Otherwise the team is supposed to be attempting to not look like CS members. While in briefing at a CS base you might be in uniform but otherwise you are essentially undercover agents of the CS.

Disclaimer: Even though the disavowed have members that are diabolical and often insane I intend to GM a game of rogues not psychopaths. Trust me I love dark gritty antiheroes but I don’t need rape and undue evil from the Players. Probably didn’t need to say it but I did. You are disavowed and trying to protect the CS, her citizens and good people across the globe using measures normal CS soldiers can’t use. Character views might be a little harsh vs non humans but the more you work alongside non humans and magic users the more open you might become.

What exactly is the Disavowed?

What is the Disavowed?

The Disavowed are so Top Secret that their existence is known only to a handful of the Coalition States’ most elite, top echelon, with Joseph Prosek II the mastermind behind the Disavowed operation, and Colonel Lyboc its shadowy face.

The disavowed are a mystery, an impossibility, an urban legend that is occasionally spoken of in hushed tones by dead boys out on the isolation of the frontier who may have seen too much, or officers hidden away behind closed doors. When they are mentioned, the discussion usually ends with the conclusion that their existence is simply impossible. It would never be allowed. Not by Emperor Prosek. Not by anyone within the CS. Their very existence is antithetical to the politics and attitudes of the coalition states.

If they existed their existence could never be revealed to the Coalition High Command let alone to the general population at large. Willing to go to any lengths to punish the enemies of mankind, the disavowed or soldiers and patriots your sacrifice or chance for a normal life, to live in the shadows and perform acts of both heroism and savagery that will never see the light of day.

In the field, the disavowed use any and all means necessary to complete their missions. Usually outgunned, always outnumbered, they must be ruthless, silent and efficient. They are recruited in secret, most disavowed agents are believed dead, never able to return to their old lives or loved ones.

Operation Wayfarer is the codename for the coalitions top-secret efforts to use the Rifts as to access distant parts of the globe and even alien worlds to protect the CS. While the coalition state does not have any magic users working for in any official capacity they do have rift control study group scientists that has study Rifts, and know where they can be expected to appear, and are willing to risk sending small units through on missions that often end up as one way trips.

The Wayfarer program does secretly employ magic users, by force or coercion, or occasional Vanguard pro-CS Shifters etc. even non humans are often used, secretly, and in the dark.

Reprisal teams, usually taking some sort of name (example Reaper Cell), become different cells that seek out and destroy, across dimensional portals and earth those that have harmed the CS. When dimensional Raiders, magic smugglers, mystic resistance movements and otherworldly aliens become a noticeable problem, reprisal teams are sent in to limit their mobility, prepare ambushes at unexpected locations and kill or capture these insurgence before they can strike the CS. Often reprisal teams are sent to exact revenge and ensure that dimensional Raiders cannot return to harm the CS or humanity.

Cell team members are given a lot of leeway in what tactics, weapons and armor they use. Since the CS doesn’t want the teams found out about, most often they use non CS gear.

Teams specialize in strike missions, containment operations, destabilizing enemy forces, outreach missions on earth and across the Megaverse, reconnaissance operations, and reprisal operations. Missions can occur anywhere from Atlantis, the Federation of Magic, Mexico, Russia, or even father, Phase World, Hades or Duvall, and across the Megaverse.

Comprised of mostly CS members, agents and mercenaries such as Juicers, Borgs, Headhunters, Psi Stalkers, Mystics and the rare mage work to kept the CS and Earth safe.

Colonel Douglas Hunter runs the majority of the Wayfarer operations under Joseph Prosek II, General Hall, Colonel Lyboc and a few other officers.
The Vanguard
The birth of the Vanguard. Their origin dates back to around 6 P.A. Project Vanguard- so named because they were the first to study magic in the name of science for the CS - they were among the most steadfast loyalist and human supremists from within the budding coalition states at the time. During the Bloody Campaign of 12 P.A. The Vanguard defended the CS from Federation of Magic. The FoM was decades old, but in 12 P.A. It had become a super power in North America and the CS and FoM butted heads. The CS came out on top but the FoM wasn’t destroyed. Around 13 P.A. The CS decision that magic was too dangerous led to the Vanguard being given a choice. Submit to reconditioning at the hands of psychics who would reshape their minds erasing their knowledge of magic or leave Chi Town. Over the years the Vanguard has slipped into mystery and legends. Today’s CS soldiers would not believe the CS ever has mages in its service.

In 110 P.A. The Vanguard still secretly serves the CS from the shadows.

Vanguard as Player Characters:

The Following Character Classes are a possibility to play. Conjurer. Line Walker. Mystic. Translocator (Shifter) Waylarer (Battle Magus).

I’d like to keep the Player Group to mostly human CS soldier types, CS Psychics, and just one or maybe two magic users from the Vanguard. If no one picks a mage it’s fine. I have a NPC Translocator to use if needed for the game. Playing a Vanguard will have challenges when inside CS areas.

Magic users might be passed off as RCSG scientists but in general... Dog Boys and Psi Stalkers are not dumb. Granted a lot of the time we will be out on missions pretending to not be CS. It’s also possible to set up a base of operations in the burbs instead of within Chi Town.

Pick a Cell Team Name.

Your team is the fourth team assembled to date. While the world of the disavowed is secretive and exclusive, even within the Coalition intelligence community, there is one team of which there are a few rumors about. Whispered words of deeds so miraculous they boarder on the unbelievable. Shadow Cell is rumored to be the first team, comprised of CS vets and ex-military that have paved the way for the Wayfarer Program. On occasion your team of operatives may encounter Jon Saunders (ex-CS Special Forces and the first agent of the Wayfarer program). Saunders runs Shadow Cell and often trains other cell team members of the Disavowed. Another team within the Wayfarer Program is known as Reaper Cell. Reaper Cell is run by ex-ISS Spectre Major Keif. Rumor is Spectre Cell stopped a nuclear bomb from recently being blown up inside Chi Town. Keif's team in on assignment in Atlantis (well on their way there) and he is assisting in creating a new Cell team (The Player Characters team). When we open the game you will all have just been recruited into the program. Major Keif will say something like: "Welcome to the Wayfarer Program, ________ Cell."


The Disavowed Program is called the Wayfarer Program, within the Wayfarer Program there are Special Forces operatives and Cell teams. Operatives are often used to set up things, an example: Shadow Cell is headed to Atlantis. Special Forces operatives have acquired a CS Sub, the Blackfish, and are escorting the Cell team on their trip to Atlantis. Likewise SF operatives are already on the beach in Atlantis and have a hover vehicle and some weapons prepared for the Cell to use upon their arrival. The SF operatives will dig in on the beach and await the time Shadow Cell needs an extraction.

What dark shadowy disavow-like team name should we call your Cell Team?

There may be less than 13 of us, but that does not take away from the fact that we are unlucky.
  • 2D6 EFFECT
    2 Catastrophe: Something goes terribly wrong. The GM must decide what, but some ideas are a new and permanent Minor Hindrance, the inability to use powers for several days, or an explosion of some sort. The backlash should be thematic if possible. If the hero tampers with dark forces for his abilities, for example, he might become corrupted or summon something sinister into the world. If he’s a weird scientist the device might explode for 3d6 damage in a Medium Blast Template, or he might develop a Quirk, Phobia, or other “madness.”

    3 Backfire: The power succeeds as with a raise but affects a different target with the worst possible results. A bolt hits a random friend, boost Trait increases an enemy’s skill or attribute, etc. If there’s no likely target, he’s Stunned instead. If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

    9–10 Overload: The character’s synapses crackle and overload with power. He takes 2d6 damage plus the cost of the power in Power Points, including any Power Modifiers the player declared.

    11 Fatigue: The character suffers Fatigue.

    12 Overcharge: The power draws ambient energy from the air, automatically succeeding against the target with a raise and costing the caster no Power Points!

Baker’s Dozen Cell

Some joker in CS Intelligence thought it was funny to set up a front house in the Chi Town burbs as a Donuts and Bakery Shop for the newest Cell team referred to as Baker’s Dozen. The safe house and base of operations in the burbs is called Danny's Donuts & Bake Goods. From within the shop two D-Bee's; an old human man and a human woman (Capt. Danielle Baker) run a bakery. Located in the back room and basement is the secret hideout of the Cell Team. Often the team meets inside Chi Town, but after getting set up and started, most meetings will happen in the shop in the burbs as a jumping point for Special Operations. It’s a safer place for the team Translocator (Shifter) to meet too.

Special Forces (disavowed Agent & CS Special Forces) Captain Danielle Agnes Baker. A 32 year old Special Forces officer now assigned to the Wayfarer Program. She runs her own cell team (Baker's Dozen) out of a Chi Town burbs bakery. Generally she does not go on missions. She assigns missions that are handed down from higher up and keeps track of paperwork.

Garrett Grimes (Human male, 70, former CS SF Commando) an actual baker and retired from the CS, tells people he was a cook in the Army.

As far as the Players know only Baker knows about what the secret basement is used for and you all being a Cell team. The Thompson’s and Grimes all think you guys are part of a local black market squad that hangs out and plays cards in the basement while eating donuts. Only the old man, Grimes, thinks differently. He figures you are CS Intelligence or ISS undercover cops maybe, but won’t voice his thoughts. They are friendly to you and keep out of your business. Your team won’t be around too much anyway as you will be out on Operations.

Baker’s dozen is sort of interesting too. Beyond the where are the others it could be fun to flesh out some NPCs that are tangentially there.

Like, “Oh you guys remember when Baker Nine, went all high and mighty in that bar last week? Going on and on about how the D-bees were going to inherit the earth unless we smoked them?”

Looks like you’d just need to alter the Setting Rules from what was used in High Commands setting to mine. So mostly HJ, F&G and setting rules. The basic flavor or your Gunslinger Dog Boy would remain the same.

Ehh the H&J rules as I just double checked actually didn't change anything, I have 3 standard d20 rolls under your rules or his, so I don't need to actually change that one. The FG however -does- need to change, as well as possibly the number of advances (I need to look that over still)

EDIT: I will have to redo some of the gear though since that was a semi custom thing + I don't recall what some of values were. The modified rifle was from me redeeming an EP reward.

  • 2D6 EFFECT
    2 Catastrophe: Something goes terribly wrong. The GM must decide what, but some ideas are a new and permanent Minor Hindrance, the inability to use powers for several days, or an explosion of some sort. The backlash should be thematic if possible. If the hero tampers with dark forces for his abilities, for example, he might become corrupted or summon something sinister into the world. If he’s a weird scientist the device might explode for 3d6 damage in a Medium Blast Template, or he might develop a Quirk, Phobia, or other “madness.”

    3 Backfire: The power succeeds as with a raise but affects a different target with the worst possible results. A bolt hits a random friend, boost Trait increases an enemy’s skill or attribute, etc. If there’s no likely target, he’s Stunned instead. If the power has a Duration other than Instant, it lasts its full term and can only be negated by dispel (the caster can’t voluntarily end it herself).

    4–5 Short Circuit: The power fails but the Power Points allocated to it are spent, along with an additional 1d6 Power Points.

    6–8 Stunned: The caster is Stunned (see page 106). She subtracts 2 from arcane skill rolls for the rest of the encounter (the penalty remains –2 even if she gets this result again).

    9–10 Overload: The character’s synapses crackle and overload with power. He takes 2d6 damage plus the cost of the power in Power Points, including any Power Modifiers the player declared.

    11 Fatigue: The character suffers Fatigue.

    12 Overcharge: The power draws ambient energy from the air, automatically succeeding against the target with a raise and costing the caster no Power Points!
