I see the points made by both Pender and Rob. Maybe rather than a necklace, trap it as a clawed glove or set of clawed rings that meld into the new form? Might even be an excuse to trap them as silver ...
The +1 bonus to trait still needs to be appropriate to the item. I am just not seeing how a necklace gets a bonus to fighting. That is your prerogative as a GM to require it. I can actually point you to fluff (not Palladium, but still applicable) that uses the necklace because its actually enchanting the entire body, not just the fore claws. It would apply to the all of the claws, tail, elbows, knees, and wings and everything else. Its called the Amulet of Mighty Fists. And that's just one example. There are collars for animal companions, some built for dragons, and more. To your specific point high command, the body is not being used to make a fighting roll, it is a weapon that is used to make the fighting roll. Whether it is natural or a vi-bro sword.
Make it a claw that shape changes into a wrist wrap or boxing glove, something that just blankets gives +1 to fighting to every fighting roll is not an appropriate trait roll to any item. How do I know this? It is an edge called Professional.
I am sorry I cannot agree with this. Could we just change the rules for enchanted items to drop the term appropriate trait roll? Its already a house rule( enchanted items) and it seems to get in the way more than provide fun anyway. It would probably just be best to edit that pesky part out.
